The President was William Jefferson Clinton, sworn into Presidency on January 20, 1993. The Attack on the trade center was only four weeks later. (the first attack was on February 26, 1993) It has been reported that one of Clinton's biggest regrets as President was not capturing and killing Osama bin Laden.

[ NOTE: This was not the 9/11 attack most commonly associated with the phrase "attack on the World Trade Center." This was a smaller, far less successful, attack which killed 6 and injured more that a thousand others. The president on 9/11/2001 was George W. Bush. ]
