AnswerThe papal States were a group of territories in central Italy ruled by the popes from 754 until 1870. They included Vatican City. They were originally given to the papacy by Pepin the Short and reached their greatest extent in 1859. The last papal state the Vatican City was formally established as a separate state by the Lateran Treaty of 1929.

They did not "include Vatican City" but St. Peter's basilica, as the Vatican City State came about when it was "established as a separate state by the Lateran Treaty of 1929".

The Vatican was built over the site where St. Peter was buried. A Roman Emperor (I believe Constantine) had a grand church built over the small shrine which had once marked the grave of Peter. This Church was later cleared for the grander St. Peter's Basilica who's alter is still directly above the original grave of Peter. The other Vatican buildings were built nearby this grand church out of sheer desire to be close to the place where the first Bishop of Rome (Peter) was buried.

The Vatican was first built as a memorial to Saint peter (one of the disciples of Christ who preached throughout the known world) by the emperor Constantine. Constantine built the basilica upon the very resting place of saint peter himself. But during a fire in Rome (at this time), the basilica that Constantine built was destroyed. It was only until the Middle Ages through the Renaissance that the basilica was rebuilt to what we know and see it as today. Inside the Vatican below the main altar, there is a gilded room that marks where the tomb of Saint Peter is under the Vatican Ever since the middle ages each pope who has died is buried in a crypt the circles the Gilded shrine under the altar. Note: The crypt of the popes is open to the public, but to go to the Necropolis under the vatican where Saint Peter is buried need speical permission by the Pope or other Cardinals.

The Vatican, or 'Vatican City' was built as a safe stronghold for the Roman Catholic Pope to live. A portion of the Vatican has always been set aside to house the guards and soldiers of the Pope - these groups guard the Pope and others.

In 1929 the city state we know was created. The Vatican is located in Rome, Italy and is the smallest city state in world. It is the home of the Pope and the Catholic Church. Located in the Vatican is St. Peter's that was designed by Michelangelo and the Sistine Chapel that was painted by him. Buried within St. Peter's is the tomb of Peter and past popes. Also there is 4 museums, and vast amounts of art and antiquities. There is also a library filled with books from through the ages and it has it's own banking system. I have been there three times and still want to go back.

The Basilica was originally built under orders of Roman Emperor Constantine the Great in the 4th century. Over the years it fell into disrepair so in the 16th century it was rebuilt to its present appearance. This was completed in the early 17th century. It was meant as a monument to honor Saint Peter, the first Pope, who is buried beneath the Basilica.
