Only supervisors can unblock someone, but users are blocked for a reason and are rarely unblocked. The user themselves can email Wikianswers if they believe they have been unfairly blocked.
You either forgot your password, or user-name, or you have been blocked.
No, when you are blocked from Wiki.Answers.Com, you are blocked from that one website, not every single website, only if you then login with the blocked account on the other Wiki Website.
Yes, a supervisor on WikiAnswers can indeed be blocked. If a supervisor breaks the Terms of Use agreement for WikiAnswers, he or she is in danger of being blocked from contributing to the site - just as with any other user. A normal supervisor will not have the rights to block a fellow supervisor. Community Assistants only would have that option.
The first user on WikiAnswers was Chris Whitten, the site's founder.(See the Related link to Chris's profile.)
If a user on WikiAnswers is violating the TOS, they can be blocked by a supervisor from making edits to questions. In more extreme TOS violations, users may have their accounts deleted or deactivated. In extremely rare cases, users can be blocked from accessing WikiAnswers entirely.

March 22, 2005 - the first member blocked. This account was blocked for profanity. As the account name was profane, it cannot be posted here.
Thousands of users or IP addresses are blocked each day on WikiAnswers. While some of these are permanent, many are only temporary. For example, when a Supervisor blanks a bad answer, the IP address is automatically blocked for three hours. As you can imagine, a lot of blocking goes on in one day and it is impossible for us to list every single user who is blocked due to reasons such as privacy concerns.
A warning is issued when a member of the community breaks a rule stated in the WikiAnswers Community Guidelines. Should the user continue to break community rules after a warning is issued, the user will be blocked, either temporarily or permanently, depending on the severity of the rule(s) that was/were broken.
