The first peace officers in what is now South Carolina was the Provincial Constables created by the John Locke in his Fundamental Constitutions per instruction of the Lords Proprietors. These men and women exist today as the South Carolina State Constables. As settlers moved west, each village that thought itself large enough generally elected or appointed a Town Marshal or Town Constable for the Village. Early Sheriffs had large territories and in the beginning was generally appointed by the territorial Governor. Later they were elected as counties became more organized. In the unorganized territories the US Marshals and the Army kept the peace. Also, you had organizations such as the Texas Rangers, Colorado Rangers, New Mexico Mounted Police, Arizona Rangers, and the California Rangers that served for various time periods and for various purposes.
