The Vikings, assuming you are referring to European explorers; they established settlements in Vinland, Newfoundland until they decided that the land was not worth settling further. Then came along the Spanish 500 years later, and although it is difficult to estimate their earliest permanent settlement in the Americas, it is commonly believed to be Santa María la Antigua del Darién.

St. Augustine, Florida however is the oldest continuously occupied European settlement in all of the Americas.
