The United States Navy decommisions all types of ships, including aircraft carriers. One reason they do it because the ship's technology is to old or to expensive to update. Another could be because the service is no longer using that type of ship anymore. You wouldn't expect us to use the same ships we used in World War I, would you?

Decommissioning ships doesnt make the country weaker because usually those ships are replaced with more technologically advanced ships. It would make the country weaker if we didnt replace them, but since we do replace them with better ships, the country actually gets stronger.
