Because the local population was voting on whether it woud be a slave-state or free.

This was a mahnet for every terrorist from both sides of the slavery debate to descend on this thinly-populated area to influence the vote.

Legally, they could buy a cheap property and register for the ballot (squatting). But far more of them were there to intimidate the voters and try to declare the ballot to be rigged.

There was much bloodshed, and some people regard 'Bleeding Kansas' as the first Act of the Civil War.
