Because the KKK does not kill people. Individual Klansmen have done so and have been convicted of murder, but they acted alone, in violation of klan rules and ideology. To suggest the Klan be categorized a terrorist group because of that, would mean that every group which has members who murdered someone, would also be labeled as such. The Lions Club, the Elks, the Kiwanis, the Boy Scouts, the NAACP, the American Auto Club, your local church, the U.S. Congress,. Every group would have to be labeled a terrorist group.
