Because greedy mobile providers want to lock your phone to them so you're more likely to use/ stick with that provider. Some of the providers will unlock your phone for you, but usually for a fee( kinda weird you have to pay for something to be undone,especially when the people undoing it are the ones who put it on in the first place.) It's a money grab plain and simple.
