Jewel thieves are called this because of the infamous cat woman. In the early years they made cat woman out to be a jewel thief, and like a cat she was always attracted to the sparkle and shine of a jewel.
Jewels.
No! Of course not. It's just a figure of speech. Cat burglars creep around, mostly at night, as they "case" offices and homes with the intent to break in and burglarize the places. They are known to be "silent as cats", hence the "cat burglar" moniker. Sometimes, cat burglars are so quiet, they can break into homes while the residents sleep and the homeowners never see or hear the burgular.
They steal your cats, n***a.

After having looked for possible answers myself, and found that covering bodystockings tened to be the go-to outfits for catburglars (mainly female ones) in cinema, that do seem to be the origin for the "cat" in "catsuit". Do note that "catburglar" originally seem to have to referred to thieves that snuck in more stealthily to steal valuables as opposed to regular burglars that could just as easily use violent means, the "cat" thing then referring to the stealth.

A Cat Burglar is a specific type of burglar. Cat burglars use another method to steal and take. Cat burglars are very sly and quiet (hence the name "Cat"). If not the front door they get in through windows or skylights or any other opening they can find. They are very sneaky and very sly as they silently steal and take the stuff wanted without leaving much evidence or trace behind.
