Harbours act as better anchorage if the waterbody is surrounded by more than one sided landmass at the coast. Western India has much more indentations and creeks as compared to the eastern part and hence it becomes easier to load and unload to and from the ships. Moreover Western coast has deeper water at its continental shelf compared to the eastern coast, which again allows big and heavy ships to move closer to the main land.
this is due to 3 major factors:
1. west coast is a submerged kind of coast, while east is emergent. ships, therefore, can come deep towards the west coast.
2. west rivers form estuaries and eastern rivers form delta. therefore it becomes difficult for ships to reach the east coast covered with sediments.
3. continental shelf on east extends up to 500 km into the sea, so, difficult to develop good ports and harbours. ships can enter and leave only during tides.
but this does-not mean we cannot have ports in this condition. some of the world's well known ports are located on Continental shelves like London, Singapore, Hongkong.
