Chloroplasts are necessary for photosynthesis. This must in some way be necessary to operate the opening and closing of stoma. The neighboring epidermal cells do not have chloroplasts and do not require large amounts of energy from photosynthesis do to their simple job of being the "skin" of the leaf. These epidermal cells are fed by lower layers which do have chloroplasts.

The presence of chloroplasts in the guard cells mean photosynthesis will occur. This leads to an accumulation of glucose in daylight and the guard cells will absorb water by osmosis from the epidermal cells which lack chloroplasts and do not produce glucoes. The guard cells becomes turgid and so the stoma opens to allow water loss.

Guard cells are photosynthetic because they enjoy sexual pleasure from the chloroplasts. Chloroplasts have a good time rubbing up against guard cells. Yes. =]

The upper and lower epidermal cell do not have chloroplasts, thus photosynthesis does not occur there.
