There is a limit to how many tweets that you can send in a certain amount of time as a precaution for spam. It's really to stop those accounts that are made just to send spam tweets.

Twitter alllows you to see the activity of people who you follow and they don't have to follow you back unlike facebook where it has to be mutual to see activity. Also twitter allows you to retweet a tweet that you particularly like instead of liking it on facebook. facebook allows you to comment on things but on twitter you have to tweet about the thing. Twitter and facebook are different in many way, those ones were just off the top of my head but personally i think that both are good accounts to have if you use theem regularly. The way to tweets on twitter is by using what is called hashtags "#". By adding # + tagname you mark/tag the tweet. those who reply to your tweet will get the tag by default so that the conversation will be tagged as well. You can search twitter for these tags and then see all the tweets tagged with the same tag. Many people tag their tweet when at a conference or event and that way people can see what people at the event are saying. There are services like hashtag.org that allow you to search by tags and also show you the trends/statistics of many used these tag over time.
