Why can't Draco Malfoy kill Albus Dumbledore?

Dumbledore wanted Snape to kill him because otherwise Draco Malfoy would have had to do it, or be killed. neither of which Dumbledore wanted.

Because he is already slowly dieing from the Horcrux ring that he put on his finger (the reason he has a black arm) and because Voldemort ordered Drako to kill Dumbledore and Dumbledore doesn't want it on Drako's conscience. Also, Snape needed to kill Dumbledore to silence any speculation with the Death Eaters about who's side he is really on.

Dumbledore wanted Snape to kill him so that Draco's soul wouldn't be damaged, ripped apart on his acount. When Snape asked "what about my soul?" Dumbledore replied: do you think it would affect you by helping an old man avod pain and humiliation." or something like that.

Voldemort ordered Draco to kill Dumbledore as punishment for Lucius Malfoy's failings (chiefly for not retrieving the prophecy and for being careless with his Horcrux-diary). The Dark Lord never expected Draco to succeed, he intended for him to die in the attempt. Draco, on the other hand, wanted revenge on Dumbledore and Harry because he blamed them for his father's imprisonment and he wanted to prove himself and earn a place in Voldemort's inner circle, like his father had done before him. Over the course of his 6th year, Draco realizes that he is not cut-out to be an assassin. When he realizes his plan is not working, he tries, half-heartedly, to kill Dumbledore through a number of desperate attempts that fail easily. Meanwhile Voldemort tells Draco that if he does not succeed soon, he will kill Draco's family. By the time Draco faces Dumbledore on top of the Astronomy tower, he is terrified of the situation he is in, desperate for a way out, and forced to accept that in reality, he is not a murderer.

Draco Malfoy did not kill Albus Dumbledore. He was meant to, having been tasked by Lord Voldemort, and failed on several occasions - including when he tried to have Katie Bell deliver the cursed necklace to him and when he poisoned the bottle of wine that Slughorn was supposed to give Dumbledore for Christmas. However, Dumbledore made an arrangement with Severus Snape that, when the time came, Snape would be the one to kill him instead.
