1. Politics between the German Air Force and the German Navy.

6. Carriers require escorts (destroyers/cruisers), another weakness (lack of) of the German Navy.
7. Carriers need special aircraft (tougher airplanes to bounce upon tossing decks at sea), and that won't get pulled apart when the arresting cable grabs it (grabs the tailhook).
8. Germany had some "carrier planes" in mind during the budget battles, some were tested, but those airplanes would've been needed to be placed into production...and lots of them (to replace operational losses)...which, again, conflicted with the German Air Force.
