He doesn't... Just because God allows something to happen it does not mean that he approves of it. God gives us all free will and the ability to choose what we want to do with our lives. Usually when we do something that is wrong problems begin to occur and we alter our behaivior to eliminate those problems. Many truths are self evident but some are only revealed by trial and error. Poligamy is a problem. It is sometimes hard enough just being married to one person, can you imagine the problems being married to four or five? YIKES!
Nobody seems to face divine punishment for polygamy or any other moral crime, only secular or legal punishment. If god has wanted only celibacy or monogamy he might have made humans only sexually compatible with one person, like key in a lock - but he didn't.
