In the 1600's, beaver hats were popular. Beavers were almost extinct in Europe, but plentiful in North America, also known as the "new world". Some people decided to become fur traders and stay the winter in the new world to get the best beaver furs. They would need a settlement to do so. The last one was set up 60 years ago by Jacques Cartier and it FAILED. The King of France didn't want to pay for ANOTHER settlement, but did want to develop New France. So he granted fur trading right to a guy called Pierre de Monts, in exchange for making a settlement in the new world. He, along with his mapmaker Samuel de Champlain, created a settlement called Port Royal, which, unlike Cartier's, did not FAIL.
