He was only impeached once, not twice, although the House Judiciary Committee brought articles of impeachment against him twice, in both 1867 and 1868. The first time, it was simply due to a vast list of complaints against him. No specific reason can be singled out, but the attempt at impeachment failed, 57-108.

The second time, however, can be specifically attributed to one event. Johnson announced to Congress that he had removed Edwin Stanton as Secretary of War, and was replacing him in the interim with Lorenzo Thomas. This violated the Tenure of Office Act, a law enacted by Congress the year before, specifically designed to protect Stanton.

Johnson had attempted to veto the act, claiming it was unconstitutional, but Congress voted to enact it over his veto. As it turns out... he was right. Years later, in Myers v. United States in 1926, the Supreme Court ruled that such laws were indeed unconstitutional. At the time, however, the Senate formed a court of impeachment to hear charges against President Johnson.

The impeachment measure was defeated by only one vote... the result was 35 for to 19 against, but they needed 36 votes for impeachment to remove him from office.
