Why did The Philippines want Sabah to be part of their country during the merger between Singapore and Malaya and Sabah and Sarawak?

The Philippines wants Sabah to be part of the country simply because, historically speaking, it was once owned by a certain Sultan of the Sulu Island..So, the Philippines claimed that it must be theirs because of such reason. Going to Sabah, we can find that most if not all of the things that you can find their is the same with those in the Philippines.
