It was a league of 180 Greek city-states led by Athens , set up after the Persian invasion was driven back, to maintain the independence of those states. After peace was made with the Persian Empire, Athens forcibly converted the League into an empire of its own and lived high on the proceeds.
It was formed after the Persian invasion of mainland Greece was turned back. The Greek city-states in Asia Minor and the Islands which had been liberated from Persian rule needed protection and Athens formed them into a defensive League to protect them from Persia re-imposing its rule. The treasury to hold the members' contributions to pay for the League's naval forces was held in the Temple of Apollo on the island of Delos, from which came the modern name we give to it - the Delian League.

After the Persian invasion was turned back Athens formed the Delian League to continue, while Sparta withdrew to deal with its restive serfs at home. Athens progressively exploited and opressed the League and after the Persians agreed to peace, openly turned it into an empire.
