It was formed after the Persian invasion of mainland Greece was turned back. The Greek city-states in Asia Minor and the Islands which had been liberated from Persian rule needed protection and Athens formed them into a defensive League to protect them from Persia re-imposing its rule. The treasury to hold the members' contributions to pay for the League's naval forces was held in the Temple of Apollo on the island of Delos, from which came the modern name we give to it - the Delian League.
After the Persian invasion of 480-479 BCE had been repelled, Sparta proposed evacuating the Greek city-states to mainland Greece to remove the reason for Persian attempts to keep them under control. The Athenians had a better idea - to form a league to withstand the Persians in western Asia Minor and the Islands. Athens headed this league, with its treasury to finance a defending navy in 478 BCE on the island of Delos. After 30 years the Persian Empire gave up and Athens then turned the Delian League into an empire of its own.
