No country likes to be invaded & occupied by a foreign power. The German Gauleiter (Reichs Kommisar) of the Netherlands was Arthur Seyss-Inquart. He was executed for crimes against humanity after the end of WW2. The actions of the Germans as an occupying power did not endear them to anyone, and that is putting it at it's mildest. The German army caused the deaths of hundreds of thousands of Dutch people, using them as forced labour and confiscated their belongings.

Before the war, Nazism was not generally seen in Holland as an 'evil' movement and a Dutch fascist party gained quite a large following and several seats in the Dutch Parliament.

After the invasion of Holland by Nazi Germany feelings towards Hitler understandably changed for the worse. Nevertheless, most Dutch - in line with most inhabitants of other occupied countries - decided to keep their heads down and stay out of trouble. Research has shown that in all occupied countries, membership of resistance movements only soared in the last few months of the war when it was already abundantly clear that Germany's defeat was only a matter of time. Holland was no exception to this rule.
