The Germans, led by Adolph Hitler, bombed London in their quest to conquer most of Europe. World War II was fought to prevent his succeeding, but it was a close thing for awhile. Personal hate didn't really seem to be the main issue.
The German actually had little ambition towards England. Their objective was to conquer the Slavic lands (Slovakia, Poland, Russia) for living room. That is why they never invaded England (their enemy) and invaded Russia (their friend). The Germans actually made strenuous efforts to reconcile with England. Rudolph Hess's 'desertion' to the west was actually one such attempt.
England declared war on Germany (not the other way around) when Germany invaded Poland. The bombing of London was an attempt by the Germans to subdue England - bring it into compliance with Germany.
