Why do car doors have a semi shut option when nobody uses except by accident?

This is to act a a safety device, It allows the door to latch without the force required to compress the black rubber weather seal that most cars have fitted to the door or body.
When the car travels down the road if the door was left ajar this semi shut latch should be able to hold the door shut until it is safe to shut the door properly.
This system still requires a minuet amount of force to work though so all doors should be checked by the before driving
