People in Dubai do pay taxes. But as far as business are concerned, mostly VAT and tax consultancy firm issue a tax residency certificate to a business that has completed 1 year in Dubai, for avoiding double taxation and also for foreign investors. There are taxes in Dubai. While many people do not pay income tax, they do pay other taxes. For residents, there isn't income tax, but people who are working in Dubai but not residents, do pay tax. People pay indirect tax on things like food, alcohol, accommodation, utilities etc. There are also taxes on businesses.
