First of all they don't wear clogs anymore...
Much of Holland / The Netherlands is covered by mud; since ancient times, the Dutch have pumped out water from the land to make it nice and dry. But with every so much water pumped into the Rhine / Sea, a little bit of earth goes with, so that, over many thousands of years that the clever Dutch have been doing this, the land sunk to well below sea level. It's a vicious cycle with no end. In order to walk on top of this sludge, they invented wooden shoes, just like Jesus used, when he walked on the water.
I'd like to add that most of us don't wear wooden clogs anymore (or as we call them "klompen"). The few people that still might be wearing clogs are most likely farmers or something similiar.
