The waist as you called it, or the C-bouts are for the bow of the violin. While bringing the bow across the strings, yo must maneuver it. When playing the E string on the violin, the bow is almost vertical, The C-bouts help to prevent it from touching the side of the violin.
The tailpiece serves the purpose of anchoring the end of the strings. It is, itself, anchored to a protruding wood turning which is sunk into a hole in the bottom of the violin by a gut or now plastic strap. The other end of the strings are held in the tuning pegs in the pegbox at the scroll-end of the neck.
The tailpiece also acts as the mounting location for smaller fine-tuning mechanisms which are used after tuning with the pegs to get the strings more exactly in tune.
Finally, the tailpiece is often made of decorative woods and adds a distinctive note to the over all look of the instrument.

Um.... what do you exactly mean ? Um if its has like a body or holes or even only like a horn type of thing in the bottom its probably a electric violin that you have to hook up to a speaker. I mean you can also get an acoustic violin that has a shape or an animal as a scroll like my sister has a tiger as her scroll. Hope I answer your question.
