Like most holidays, the idea of Halloween can be traced back to All Souls Day. One night during the year, poor people would go house to house begging for treats called Soul Cakes. Eventually, it evolved into children becoming the beggars. The children would be given bread, fruit, and money if they were lucky enough. When the custom came to America, the children would dress as beggars, which eventually turned into dressing into costumes. Sometimes, the children would sneak around and play tricks on the rich people, and so the children would be given candy as a 'peace offering' between the rich and the poor. A couple hundred years past, and the tradition remains, typically without the trickery.
