I think its due to your sound card, its possible to change the setting in your options menu but its very little difference, I have the same problem, especially when using midi, i play something and it comes through a second lateer!!! better sound card
The only time you can have zero latency is when you are recording an external source that can be monitered coming out at the same time it went in. Software synths and midi triggers sent to your system will always have latency due to the fact that your system has to have time (milleseconds) to process the information before it generates a signal.
With midi if you can send your midi stream to even the cheapest of external keyboards at the same time you send it to your computer, you can moniter the cheap keyboard using a sound similar to the one you intend on using from the computer, with no delay (latency)

It's due to your soundcard in comparison to your RAM and processor speed. Good soundcards with high RAM and high processing speed minimize latency.
You can change the latency settings in the Device menu. Devices>Device setup>Vst Audiobay You might need to change the latency/buffer setting in your soundcards settings also :)
