When someone pays for a domain name it becomes their's and no one else in the world can use that same name..for instance if you owned a business and you wanted customers to come to your site it would not work if there were 10 or 20 domain names the same as yours. So you pay for it, it's a unique name no one else can use, and you own it. Hope this helps
