As balances can be offset to slightly different amounts, giving a slim error margin even when well set. This error margin is made less influential by using the same balance for every mass determination, therefore keeping the two errors relevant to one another. For example if one balance is +0.001g and another is -0.001g, a mass taken from one of each shows a 0.002g difference even though they were meant to be the same mass. If both are 0.001g then they are both 0.001g over, however the difference between them is now zero. This becomes more important when weighing reactants and then weighing resulting products for a yield determination calculation.

A balance scale measures mass because it does so by balancing a known mass against the unknown mass.
A spring scale does not do this and would measure the unknown to be a different weight if used on the moon while the balance would give the same result as on Earth.
