Check the following................
1. Bad blower motor.
2. Damage wiring.
3. Bad ground.
4. Shorted a/c clutch coil.
could the pcm fuse be blowing because of a short in the air conditioning switch I have seen the starter be the cause of a blown pcm fuse.
The 1997 GMC air conditioning relay switch can be found in the fuse box. The air conditioning relay switch will be in the third column, at the top.
for fuse to keep blowing, there is a short in the eletrical system somewhere. check the a/c switch and the a/c clutch

You have a short somewhere. Find what the fuse is for and check/replace the wiring
Compressor has seized.
Unplug the ECC fuse. If the fuse does not blow, then hook up the ECC. If the fuse blows then the ECC will need to be replaced.
