If you have lifted the mower on it's side or stored it vertically you can damage the diaphragm in the carb and it won't run properly without replacing the part. I had this done with a mower specialist and it cost me £60 so check it may be cheaper to replace the whole mower
Additionally: The mower may be a throttle free design. These models have springs that throttle the engine based on the wind produced by the flywheel on top of the motor. If these springs are worn, they can cause issues as well. This would be my first guess to what may be your issue.

The diaphragm is probably worn out. You may not be able to tell by looking; sometimes they fail just from hardening up even if there are no holes. Failure of this part causes the engine to surge up and down and run poorly. Additionally, sometimes the motor will starve out if the fuel tank is less than half full.
It's very easy to change out, just one large bolt to free the fuel tank from the motor, four small bolts along the front of the motor, and five phillips-head screws to separate the carb from the tank. Then peel off the old diaphragm and gasket and replace with the new one--the diaphragm goes on the bottom and the gasket on top. The part number is 495770, and these days it's available for less than ten bucks delivered!
Take photos of the carb before you remove everything, and be very careful with the two springs. They're very lightweight and easy to bend out of shape, making them unusable. Before you reassemble everything, use some PB Blaster (or something) to lubricate the rotating linkages the springs connect to.
You need to either adjust your carburetor richer or leaner while at full throttle.
it could be caused by a few different things. the pneumatic governor or a fuel issue. an easy test is to hold the throttle on the carb closed to an idle. if it continues to surge then it is a carb issue, if it stops it is a governor issue

The engine is receiving more gas than it can consume. Sometimes the carburetor needle valve will vibrate to the open position or the float valve will stick open. Also, a fouled spark plug will not provide sufficient spark to ignite the fuel.
