The problem is a matter of space to hold all of the movies. Movies take up space whether they are in digital format or in a physical hard disk. But contrary to popular belief, the digital is a lot harder to store than the physical, when it comes to mass bulk. Putting every movie on the Netflix website into digital format to be available for instant streaming from millions of people worldwide, would take MASSIVE amounts of digital space. Possible, but difficult and expensive. I'm sure netflix is working on it, but again, really expensive, and really time consuming.
