The Bio/Profile format is intended to eventually be for all members, not just new ones. The current format doesn't have all the bells and the whistles that the old one does yet, which is why it hasn't been rolled out to everyone.
The reason it has been rolled out to new users is that there are Facebook connection features in it that help new users quickly populate their Bio with things that they have already populated on Facebook, thus making it easier for new users to have profiles with content, as opposed to the many, many old Bios that have no content at all. We're hoping part of that was because it was harder to fill them in, and this new format will overcome that hurdle.

Who sets up the actual categories on WikiAnswers?
Various members of the Community Development team create new categories on WikiAnswers.
What happened to the green WikiAnswers site?
WikiAnswers has done a lot of new maintenance updates to WikiAnswers, thus providing us with a whole new website with different colors, format etc., I don't believe there is an archive of the old WA either.
How can you find new WikiAnswers members?
You can find new WikiAnswers members by clicking on "Recent site activity" in the blue toolbar on the left-hand side of the page. Where you see "Filter by," click on the "down" arrow to see a choice of options. And then, in the "user type" box, select "New members," and click on "Go." You will be presented with a list of contributions (according to your "Filter by" choice) made by new users.
How do you get new contributions on WikiAnswers?
Pretty much anything you do on WikiAnswers can get you a new contribution point. This includes sending a message to someone (for a legitimate reason) and even editing your bio page. You can also ask, answer, edit, or recategorize the question, and even split an alternate from a question.
When will WikiAnswers add new forums?
WikiAnswers has message boards connected with answers, and there are message boards for individual users. In November 2008 we will roll out a new discussion forum where all members of the site can congregate.

I don't see what there isn't to like. The members are friendly and the site is awesome. I guess new members could if they aren't properly welcomed.
