Fundamentally, the need is based on what it means for us to be a wiki. On other Q&A sites the same questions get asked over and over again and people's separate answers can never be improved upon. Here we merge questions together and collaborate on the answers so that no question has to be asked and answered twice, and good answers can become great answers over time. This way one Q&A can help thousands and thousands of people.
To do this, we need ways to recognize when questions are the same. For example, we need to know whether "What is a 1964 US quarter worth?" is the same question as "What's the value of a '64 American 25-cent piece?"
By establishing rules for grammar and style, we can more easily merge questions together and keep them consistent.
