If they do want their baby to be deaf, it is because they want their baby to be just like them, suffer like them, or understand the way their mother is. It may also be because she wants to be able to communicate well with her child, in sign language, as opposed to having a hearing child, who would have to use sign language to talk to her, and it might seem to her that she would feel more comfortable if the child were also deaf and didn't have to use sign language just because of her.
