Bullying happens everywhere, even in the adult world. Adults that do it have usually just refined it to a skill where it is not so obvious.
Often, bullies don't even understand why they are doing it themselves. It sometimes has to do with making themselves feel better at the expense of others. That can be a sign of severe insecurity, even in those that seem to be very cocky. They feel more adequate or more in control of their own lives by exerting some sort of power over another person.
Bullies tend to bully harder during times of personal stress. College happens to be a time where stress is in no short supply.
They might also just be mean and nasty people. There are people out there that are just not happy unless they are making someone unhappy.

I don't know who is making the assertion that bullying doesn't occur in college but it does. Bullying occurs in all walks of life and at all stages.
