It has to do with the copyright laws and protection. Some games have to be changed to fit the American game models since in many cases the ones in Japan are more advanced than American models. So, that requires changes in the games or an updated game and this takes time.

A U.S version of a game means the English version of the game, you see not all games are English. Some are Japanese and well that's all I see so far but I think it's because almost all the games you like come from Japan.
I don't think there is one out right now in America but it might be coming later in theyears. IDK. okay? I am also hoping that whoever made the game in japan would do whatever they have to do and just let the people in America play also. Share the fun!
By "the new game", I suppose it's Project Diva 2nd. Unfortunately SEGA won't release the game in English version because VOCALOID is not so popular outside Japan.

It was released for the PlayStation Video game console in 2006 in Japan and North America, and 2007 in Europe and Australia. Then the wii version was released in North America in April 2008, Europe in June 2008, and in Japan in October 2009.
There is no price for Mother 3 in America. It was only released in Japan. Same with Mother 1. You could import a Jap version from Japan, but it would be in Japanese. Kinda hard to play a game in another language.
America gives Japan the ingredients for the making of a game and Japan develops it and gives it out first while America is translating the language for us
