It takes the same amount of time as any other rattle can paint. 24-48 hours untill it's fully cured.
In at least one other case, it may take over a week. We sprayed it over a pair of Birkenstock Sandal Straps that had a dry coat of Sherwin Williams Now(R) 21215 barcode 0 7577 21215 6 spray paint allready dried. First of all I would not recommend painting a Nerf gun, I painted a $60 Nerf stampede and it doesn't work that well. However, if you are determined first get a krylon fusion for plastic can of spray paint, or multiple for more colors (krylon fusion is the most widely recommended paint for painting Nerf guns). Then take all the parts of your gun apart making sure to unscrew all the screws before attempting to take apart. Once apart sand it down so that the paint will stick then you simply pant your Nerf gun. If you wish to use more then one color spray paint the gun the the1st color then let it dry and then tape the parts off where you want that color to stay. Then you spray paint the remaining plastic (it's okay to get on the tape), then wait for it to dry then remove the tape and screw your gun back together.
Try reupholstering it if you can, you should be able to find outdoor fabrics at any fabric store. It will cost more but it will last longer and hold up better. If you have your heart set on painting, chose the right type of paint. Oil paints take a long time to dry and are not color-safe, especially outdoors. Textilene is polyester coated in PVC plastic, and regular acrylic paints will easily chip off of the plastic with wear. For lasting results you will have to find a paint specifically formulated for use on plastics, such as Krylon fusion.
You can paint a file cabinet with Krylon metal paints to match your decor and use it for crafts, or take out the shelving, and use it as a place for your cats to play. It could also be used, after a coat of paint, as a tool chest.

ANYTHING! as long as you add adhesion promoter before you apply the paint, this allows you to use any kind of paint and they will stick to plastic.
Just pick at the edges with your nails, and it should peel off.
Yes it will, I suggest getting the Krylon brand of spray paint but any brand is fine as long as it say non-porous on the label on the back. The only downside to spray painting duct tape is that it will take a little longer to dry.

You mean decompose -- Plastic decompose in a long period of time depending on the type of plastic and the environmental condition to which it is exposed.
All products made up of plastic take very long time to decompose, reaching thousands of years.
I would take it to a shop were they do powder coating..and have them "burn" it off in a oven.... That is a ridiculous answer. You do not burn paint off. If you do take it to a place where powder coating is perfomed they will use glass or sand beads to "sandblast" off the paint. To remove paint yourself: use a paint brush and apply lots of paint remover to the wheel. Let paint remover sit on wheel for 20-30 minutes. then scrape off the mess with a plastic scraper, wire brush, and finally a rag. Repeat this process as long as it takes to get all paint off.
