I am sure that central air isn't that different from window air conditioners. For both I would: 1) Take the front off and clean the filter. While the filter is off, can you feel the air? If not, the fan is probably broken. For window air, you would buy a new one, the repair costs will get you. For a central air system I'm pretty sure you could repair it, but if it's old, I would really consider buying a new one because of improved energy efficency. For both, get a local refrigeration person to recycle the old one so the coolant won't cause problems.
