The Algol star system is known as an eclipsing binary pair, As such, one star moves in front of the other, blocking it's light. Because the pair are in line with the Earth, it has the effect that one stars seems to disappear. See related link for an animation of the effect.
Not much, functionally. "Transmat" seems to imply the user is sent as some sort of data stream. A teleport seems to imply you simply disappear at point A and reappear at point B. The Transporter on Star Trek would therefore be considered a Transmat. On the other hand, Q clearly teleports himself from one place to another.
