Are we talking about the charge warning light (Red, usually with a picture of a battery on it these days)?
If so, it means your alternator isn't working properly. You need to get this seen to fairly soon, or you will kill the battery (and end up having to replace that as well as the alternator).

change the fuse
First thing is to check for a burnt out bulb in either the front or rear turn signal for the side that stays lit. Second, if the bulbs are fine then check for a bad turn signal fuse/cannister. Hope this helps.
Check your bulbs, most of the time if you have a bad bulb, the side with the bad bulb will stay lit, and not flash, but the other will work fine, your hazards should work, unless you drive a 72 nova
