There is a Blower Motor Resistor Pack. Either the blower motor speed control switch itself is defective or the Resistor Pack is bad.
the resistor is blown. It is located on the passenger side under the dash just follow the wires from the blower motor back to it. If your climate system is manual the resistor is pretty cheap. If its the auto climate control it can get pretty expensive.
dont know if your air works but my low speeds only worked on my 1995 gmc sierra and i found out there was a relay on top of the heater box after i took out the glove box. this works the high speed blower mode on the control switch. the low speeds are controlled by the blower resistor. the relay cost me about 15.00 at autozone.

If you are referring to the blower motor only working on the high speed setting, then the problem is the blower motor Resistor Pack is defective. Replace it. It can be the blower motor speed control switch but not likely.

Sorry but it is not a relay. It is a power transistor voltage regulator board located on the center area of the firewall and controlled by the Climate control computor. I have an 89 with low speed blower working only. I tapped into the module wire connection to a small switch I installed under the dash for high speed operations.
