Political. Canada has a deep military history. Canadians have fought in very many wars many with distinction (which means really good at spilling blood). Canadians are very proud of this long and vaunted history.

Well not all Canadians have this deep military history. English Canadians and Canadians loyal to the British empire have this history.

French Canadians do not share this history of military greatness. They were on the receiving end of British military might in the 1700's and do not share the same view of history.

The Canadian peacekeeping myth is the Canadian governments attempt to get support for the Canadian military from those who do not like Canada's military or military history.

It has also been used to decimate Canada's ability to defend itself. As a result Canada, once a powerful military nation with nuclear weapons and a Noble prize is today a protectorate of the USA.

This is my own theory - I think the peacekeepers in District 12 are not as strict as peacekeepers in other districts because District 12 is not as important as the others, and has less people that need to be kept in line. The peacekeepers may be fed up forward being in such a run down district that they seek to lessen their own suffering by letting the citizens mostly do what they want and bargaining with them for rare things.
