February is called Presidents' Month because it includes the U.S. government holiday of Washington's Birthday, which is commonly called Presidents' Day because it never falls on Washington's birthday.
(February is not the most popular month for presidential births. It has not been one of the most popular presidential birth months since 1869.)
The holiday was originally celebrating George Washington's birthday, which is the 22nd of February. It was later expanded to a day celebrating all the presidents, and moved to the third Monday in February.
Presidents" Day is in February becasue both George Washington and Abraham Lincoln were born in February. Although not national holidays, both birthdays were observed in various ways around the country, most recently as times to hole sales and entice customers to buy this or that.
When the fad for having holidays on Monday came along, it was decided to combine both birthday observances into one Monday holiday and to call it President's Day, rather than "Washington's and Lincoln's Birthday," as a way of having a three-day weekend or selling time, and honoring all Presidents.
