It is written this way to indicate the structure of the molecule, in this case its a carboxylic acid. If you wanted to write the molecular formula you would count all the atoms and show their totals, for acetic acid it would be C2H4O2.

this tells you that the oxygen atoms are not bonded. instead they are only bonded with hydrogen not with each other.

Acetate, C2H3O2-, is a polyatomic ion. When it is included in other compounds it is still written out together so it is easily identifiable as acetate.
