Unfortunately their are a number of reasons that people do the things that they do. Even if they do not make sense or are harmful or hurtful to people around them. In many cases it is a vicious cycle that is handed down through generations. One or both parents may have been abused and may treat their child or children in the same manner. It is further unfortunate that although it is up to the child that grows up to be an adult to put an end to the cycle that many continue to treat their children in an abusive way.
I know a number of people that are adults that were abused in different ways. They all have their own ways of dealing with it and what effects it has had on them. Guilt, anger, confusion, frustration, etc.. and how they interact with their friends, relatives, etc.
For those persons that were not seemingly abused as a child I'm sure there are a multitude of other factors that may drive some people into abusers. It is ultimately unfortunate that the child may feel it is somehow their fault and have to deal with memories of the abuse for the rest of their lives. Hopefully armed with the knowledge of what it is like they will treat their children in a more civilized and intelligent manner.
As it is not uncommon there are a number of services and organizations setup to offer help or information on subjects such as these.
In conclusion the answer is that the most common reason adults abuse their children is that they were themselves abused. Whether it was physical or mental abuse.

Public school teachers and administrators in most states are required to report child abuse if they are told about it or see evidence of it themselves. Obviously, once the child abuse is reported, the first thing the authorities do is verify that child abuse actually occurred. This is to prevent parents or guardians from being prosecuted for bogus charges.
