It depends on the eye of the beholder. A business person who has his shop covered with graffiti will be upset because it looks like gang members have tagged his store and his customers may be afraid to shop there.

Others may see graffiti as a type of art. Some areas allow for murals to be painted such as the Bushwick Collective in Brooklyn.

Whenever you deface or devalue property that does not belong to you, then you are committing a form of vandalism or criminal mischief. This is illegal.

Graffiti as an art style is not illegal. You can airbrush graffiti on the back of people's jackets at their request all day long. Some businesses will actually pay to have graffiti style ads painted on their windows.

The key is rather or not the art is wanted and permission given by the owner of the property in question.

as far as I am concerned graffiti isa form of art, but should art destroy the property of others? If done in a location where it won't be offensive or damage someone elses property than I think graffiti is really fantastic. I think the graffiti on trains is quite fantastic - I'm referring to the beautiful scenery art, not the ones where random grammatically incorrect words are used!
