It is because liquid flow requires a certain level of oxygen(air) to move out of the can.
Pin-hole cameras are very tiny cameras that are designed to be difficult to spot. The name comes from the fact that they only need a "pin-hole" to see through.

If you only put one hole, the liquid can flow out, but air cannot flow in to replace it, so the liquid soon stops running because it's filled up the hole totally. You have to replace the lost space with air to keep it running, so you need a second hole.

most CD drives have a tiny hole near where the CD goes in, just stick something in the hole, like a paperclip or something. Push it into the hole and it will force the CD out. It might not have the hole, I think only computer style CD drives have it.

If you're talking about the "silver" circles in the banner, those are called grommets. They are "grown up" versions of the metal circles in gym shoes that you thread your laces through. Grommets are installed with a tool similar to a hole punch only over the "punch" you slip the grommet; when the tool is closed, the hole is punched and the grommet is inserted and compressed.
